I would get a retractable leash. Start with a short lead, and then gradually get longer. Whenever she pulls, pull her back and say a command, of your choice, very firmly.  when she pulls very hard pull her back and stop. Stand there with her for about 2 minutes and keep repeating the same command. Like: NO PULL! 
Therapy dogs are great!

I&#039;d try a halti, or gentle leader, take your dog to the pet store to be fitted properly and see a trainer to learn how to use it properly.  The dog may paw at it just because it does not like it but ignore this behaviour and keep the dog moving to avoide it.
never leave a halti on a dog unsupervized.
Use ir properly and no hard tugging.

use praise when the dog does not pull and treats.
