Your dog doesn’t trust you. He doesn’t believe that whatever you are going to do with him is a good thing. Eventually, you be in tune with your dog, but in the meantime, it is miserable, I know. The trick is how to make him comfortable with you. Dogs need CONSISTENCY. Has anything changed? A new member of the household? New furniture? Either way, you will have to establish a new routine with him. Make him feel that he is part of the routine – food at the same time of the day, waking him up at the same time, etc. He should wear a collar all the time – with tags. Be very calm when you put the leash on his collar…talk in calm tones and let him know something good is going to happen. Then assertively, take him out for a walk at a good pace. Do this the same time every day if possible. If the same time is not possible, at least do it the same way each time. He is fearful because he doesn’t trust that you are going to do something good for him. Once things become regular and consistent, he will not fear anything. He will know his place, and his job, and will fulfill it joyfully.

I think this is common among papilion personalities.
We have a papilion and he is about a year old and does the same thing. Whenever he cry’s we just try to pick him up even more, we figured we will try to get him used to it.

I geuss the vet ruled out pain or anything medical that could be at the root of the problem. It sounds like to me that he thinks he is the boss. Maybe you need to regain the leadership role. IDK. That sounds weird and I hope you figure out what the problem is.

I have to agree with Kimbee. It sounds like there is something wrong.

Most likely he has neck or back pain. Go to another vet for a second opinion. They don’t act like this for no reason out of the blue.
